А разряда батарей до состояния, когда UPS выдаёт сигнал "low battery",
дождались? Сам по себе upsmon вызывает shutdown только после
достижения этого состояния; если нужно что-то более сложное (например,
работать не более N минут на батареях), надо настраивать вызов
upssched из upsmon.

Нет - этот файл upsmon создаёт, когда запускает shutdown (а потом
скрипты, выполняемые при shutdown, при обнаружении этого файла
передают UPS команду выключения).
