А у нас vpnc вообще наличествует? kvpnc орет о том что:
"ошибка: Ошибка запуска "vpnc"!"
Пакета vpnc тоже не вижу... Или оно где-то глубже?

У меня тоже pptp работает. А к cisco vpn никак.
Кстати l2tp клиенты у на вообще имеются?
