Хороший вопрос. Сейчас такой библиотеки в Sisyphus нет:
$ fgrep avcodec_pic ALTLinux/Sisyphus/i586/base/contents_index
$
Есть просто avcodec, без _pic.

там немного ковырять нужно; подождите совсем чуть-чуть (скорее всего до начала
следующей недели), сборка vlc последних svn у меня уже готова, осталось ее
доточить в свете изменения макросов иконок.

О ! Я подожду. Ибо у меня крыша съехала докапываться, зачем
ffmpeg-config выдаёт эту самую avcodec_pic :)
А.
P.S. А можно как-нибудь получить хотя бы полуготовый vlc ? Можно
сборку безо всяких гуёв.
