О каком дистрибутиве вы говорите?
В 2.4 pam_mktemp не использовался по умолчанию, а про 3.0 я не в курсе.

У того, что вы называете официальной линией поведения, есть разумное
обснование, которое можно прочесть в FHS-2.3:
$ bzfgrep /tmp /usr/share/doc/fhs-2.3/fhs.txt.bz2 |head -2
/tmp : Temporary files
/var/tmp : Temporary files preserved between system reboots
