Я как раз сейчас над этим усиленно медитировал. Как обозвать интерфейс
для новых функций в libgdk-x11-2.0.so, GDK_2.8 или GTK_2.8?

Нет, только те пакеты, которые используют новые функции (с несовместимым
названием интерфейсов). То есть эффект будет заведомо меньше, чем
эффект смены soname.
