В gtk2 с этим большие проблемы, насколько я знаю. Новые приложения не
работают со старой версией библиотеки, а старые приложения не работают
с новой версией библиотеки. Если soname менять не хочется, то нужно
развешивать функции на разные интерфейсы. Но этим нужно отдельно
заниматься. В худшем случае можно проставлять зависимости типа
Requires: %{get_dep libgtk+2}, но это решает только первую проблему.
А upstream действительно нужно ударить чем-то тяжелым. И разогнать
метёлкой. :)
