Поясняю. Если заглянуть в %_initdir/network, то можно заметить, что
service network restart эквивалентен stop и start (как и у других
сервисов). Если какой-то интерфейс не обрабатывается во время start
(например, у него USE_HOTPLUG=yes), то он не обрабатывается и во время restart.
reload же предназначен, чтобы актуализировать состояние сконфигурированных на
момент вызова интерфейсов, в том числе и hotplug.
Это всё не просто так, а потому, что некоторые считают все интерфейсы
сменными и конфигурируют их соответствующим образом. А у этой медали две
стороны, о чём я в своё время предупреждал. Моя рекомендация --- не
используйте USE_HOTPLUG без нужды.
