Ему для сборки нужен сам оракл, то есть некоторые хедеры и клиентские
библиотеки. И результат сборки будет завязан на ту версию oracle (на
клиентские библиотеки), с которой он будет собран. Ну примерно как
DBD-mysql зависит от libmysqlclient.so.12, а DBD-Pg -- от libpq.so.4.
У этих пакетов есть соответствующие сборочные зависимости. По-другому
не бывает.
Соответственно, в Сизиф ДБД-Ораклу путь заказан.
Про инфу не знаю. Вам придётся либо ставить Оракл, либо спросить, нет
ли у кого готовых сборок (клиентские библиотеки всё равно придётся
откуда-то взять; либо это будут статические сборки). Попробуйте
спросить в community@, на altlinux#irc.freenode.net.
