По крону запускается скрипт, выполняющий некоторые действия. по
заполнению БД.
Переодически на почту приходит сообщение, такого типа:
DBI connect('dbname=xxx;host=db.xxx.ru;port=5432','xxx',...) failed: FATAL: the database system is starting up at ./add2xxx.pl line 25
Faild at ./add2dxxx.pl line 25.
При доступе к БД напряму, через PGAdmin, через сайт (использующий эту
БД), никаких проблем не наблюдается.
Подскажите пожалуйста, почему так происходит.

Лично я использую ext2/ext3, поэтому с пакетом e2fsprogs у нас всё в
порядке, а всё остальное меня интересует в той же мере, что и "есть ли
жизнь на Марсе?".

это ответ от postgres'a. что в логах на сервере с базой ? grep
postgres /var/log/messages | less и читать до просветления.
