Тут кто-то сомневался, докачивает ли rsync указанную разницу
(если 2.9.9.2 переименовать в 2.9.9.3) - отлично это делает.
Немного сбивает с толку, что он начинает закачку по началу как-бы
с нуля, но, если набраться терпения и не прерывать закачку, то
всё происходит корректно.
Просто небольшое наблюдение...
