Положить в /etc/udev/devices/ ? (не пробовал)

для этого как минимум udev должен определить что на ttyS1 действительно модем
ну или
$ echo "KERNEL="ttyS1", NAME="ttyS1", SYMLINK="modem"
> /etc/udev/rules.d/99-modem.rules
