Я думаю, вы его не просто пересоздали, а перенесли из
расширенного в первичный или что-то типа того.

В той _конкретной_ ситуации рекомендация подходила как нельзя
лучше. Просто объяснять как в свежепоставленной системе поменять
локаль дольше, чем переустанавливать систему.
