Провайдер сменил почтовый сервер, так что ppp-common в нехождении ко мне
почты не виноват.
Если это нормально, что при поднятии pppd, командой
ppp call тра-ля-ля (у меня dialup)
где тра-ля-ля, это файл, в котором

шестой параметр в /etc/ppp/ip-up пуст, т.е. никакой ifcfg- не должен запускаться,
то остается только поставить проверку на существование этого ifcfg-$LOGDEVICE.
