У меня повторяется.
kdebase-libkonq-3.3.1-alt6
kdebase-konqueror-3.3.1-alt6
Воспроизводится просто: открыть konqueror, зайти на любую страницу
(например на страницу по умолчанию
file:/usr/share/doc/HTML/index.html).
Нажать на первую попавшуюся ссылку, потащить вверх на панель закладок.
