Hi!
$ cat /etc/altlinux-release
ALT Linux Sisyphus (20041129)
Иногда встречается такое: после старта системы и входа в иксы
наблюдается следующее: не работает ни одна сетевая программа.
Например, при входе по ssh куда-либо отображается следующее
сообщение: connect: No buffer space available.
При этом в dmesg'е видно следующее:
printk: 5 messages suppressed.
Neighbour table overflow.
printk: 1 messages suppressed.
Neighbour table overflow.
Neighbour table overflow.
$ uname -a
Linux abook.home 2.6.9-std26-up-alt11 #1 Mon Nov 1 15:25:57 MSK
2004 i686 unknown unknown GNU/Linux
Через некоторое время (2-4 минуты) всё начинает само собой
работать.
Что это такое и как это лечить?

killall -9 lisa && chkconfig lisa off && reboot
