Да я-то не против. %) Только вот _именно_ биллинг такие конторы обычно
пишут сами. А от серверов авторизации, обычно, требуется только гибкая
схема реализации всевозможных ограничений и возможность интеграции с
самописной системой (это из опыта работы ;).
В дистрибутивах обычно, в первую очередь, не хватает веб-морд для управления
тем же радиусом или постфикусом. Вернее, для управления юзерами. %)
