А никто и не обещал, что через полгода после выпуска дистрибутива
можно будет делать точечные бинарные обновления. Вы точно
ознакомились с http://altlinux.ru/?module=sisyphus ?
Также стоит иметь в виду, что рекомендованным способом применения
Sisyphus является dist-upgrade, а не точечная установка.
PS: ну вот совершенно не понимаю, чего такого в новом hotplug,
что стоило ломания всей системы без вопросов. Возможно, забыл?
PPS: по поводу раскладки -- без понятия, попробуйте
setxkbmap -layout "us,ru"
