А это и не баг вовсе - ещё в Compact 2.3 загрузка стала идти с двух
дискет, при этом первая из них общая для всех режимов установки
(boot.img), а вторая выбирается в зависимости от режима. На первой
дискете лежит ядро, на второй - initrd с первой частью инсталятора и
набором модулей драйверов, которые могут понадобиться на этом этапе.
Увы, на одну дискету всё это больше не влезает :(
