Заметил, что в konqueror при просмотре русских man'ов неправильно определяется
кодировка...
Это баг или "всегда так было"?

Мне кажется, что во-первых на генерируемой странице не
указывается кодировка (и вообще страница почему-то не в UTF-8),
а во-вторых, я не понимаю как заставить konqueror запрашивать
страницы (или отображать страницы) в конкретной кодировке.

Видимо здесь ошибка

Посмотрю, возможно в kde были исправления и патчи уже не исправляют,
а портят кодировку.
