Лично мне он понадобился, чтобы дать возможность программе, работающей в
"пустом readonly chroot", отправить письмо.
На каждое обращение к сокету запускается указанная в конфигурационном
файле /etc/sysconfig/cmdproxyd программа с указанными в том же
конфигурационном файле правами, с перенаправленным stdin'ом из этого
сокета.
Короче говоря, это маленькое колёсико, которого не хватает в xinetd.
