По запросы не представляет труда через тот метод apt, который поддерживает
выбранный репозитарий получить заголовок самого пакета (обычно 64Кб) и взять оттуда
changelog. То есть, это будет некоторая комбинация уже существующего кода
и простой логики, которая уже есть в genbasedir для других типов полей.
Смысл в том, чтобы до выбора пакета для обновления получить информацию
зачем этот пакет обновлять.
