Есть такое. Честно говоря, я бы весь network-scipts в качестве одной
большой баги отметил бы, и есть люди того же мнения, а есть и
противоположного - потому пока что не даю ходу своему экстремизму.
Workaround: создавайте файлики для eth* интерфейсов, чтобы они
поднимались без адресов, а интерфейсы vlan* поднимаются после - так
работает нормально.
Вот на то, что "Ok" говорит - надо бы тикет, бо vconfig при попытке
навесит влан на линк в дауне ругается недвусмысленно.

По поводу "зачем отличаться от ..." - а почему бы и нет? Если это не
критично для выполнения определённых задач. К счастью, на
network-scripts завязаны (afair) лишь утилиты их "конфигурирования", да
ещё злополучная ловля NETWORKING=yes в /etc/sysconfig/network в
инитскриптах (поубывал бы, блин).
В конце концев, по счастью для меня, RH ещё не стал стандартом "de
facto", как они про себя пишут. Так что, отличием больше, отличием
меньше - и network-scripts тут не самая большая пропасть, что отделяет
дистрибутивы.
