Во-1-х, надо kdelibs-devel. Во-2-х, на текущем Сизифе (kdelibs >= 3.1.4-alt6)
для сборки КДЕшных прог надо менять в ./configure все *.la на *.so

Юникод -- не заклинание. Многие gtk1- приложения отлично работают в
unicode locales.
