Можно. Я возьму fortune-mod из RH (с их i18n), прикручу туда наш
utf-8, сделаю поддержку utf-8 не глобальной, а per-database и
разнесу все базы по разным пакетам.
2 All: offensive паковать? Ессно в отдельные пакеты.

Кстати, не знаю кто как, а у меня подпись генерится
fortune 30% ALT 50% russian 20% english
где АЛЬТ - это Альт, инглиш - это все английские в одном флаконе, а рашн - это
все русские из АСПшного пакета.
