Насколько воспроизводимо?
Я не смог повесить панель таким образом ни разу из 10.

Насколько - не знаю...
Я удалил все каталоги в домашней директории, которые имели отношение к Gnome, и перезапустил - ситуация без изменений.
стоят такие пакеты:
XFree86-4.3.0-alt0.43
gnome-desktop-2.3.3-alt1
gnome-panel-2.3.3.1-alt1
kernel24-up-2.4.20-alt7
fontconfig-2.2.1-alt1
