Давайте рассуждать конструктивно.
Кто-то же обрабатывает CONNECT'ы? Что _ещё_
написано про mod_proxy? Какие ещё модули
способны делать это?
Тот ли это конфиг? Не собран ли apache статически
с mod_proxy?
