Подскажите, что надо сделать, чтобы собирать пакет не в ~/RPM , а например
как раньше - /usr/src/RPM ?

что мешает вместо ~/RPM поставить линк
я себе давно так сделал и пакеты прямо в локальный депозитарий ложаться

Если вопрос без подвоха то настройки дир. для сборки в
~/.rpmmacros.
