Скажите, а игнорирование RPM тега BuildRoot - это особенность только
ALT Linux, или некая тенденция, присутствующая и в других
дистрибутивах?

Только. С одной стороны, это правильно и хорошо, не позволяет сломать там,
где не надо ломать. С другой - добавляет несовместимости.

А для особо упрямых ключ --buildroot в будущих сборках rpm-xxx-altx
останется?

Ну, особо упрямые могут перестроить себе енвайронмент (путем переопределения
соответствующего макроса) или, если и этот путь накроется, вообще собрать
RPM из "вражьей" системы... Впрочем, я думаю, последнее уже нездоровое
излишество, и хватит %define buildroot /some/path/.

Всегда есть
1. /etc/rpm/macros, ~/.rpmmacros, ... - в них можно переопределить
%buildroot
2. --define 'buildroot /path/to/another/buildroot'
При неопределённом %buildroot rpmbuild будет пытаться прервать работу при
первой же удобном случае.

Это особенность некоторых дистрибутивов, перерастающая в тенденцию.
Первым был именно ALT Linux.
