В качестве временного (и возможно в чём-то неправильного , я не компетентен , но этот финт у меня работает) решения можно в /etc/menu-methods/lang.h в function languages()="список_локалей" при перечислении локалей поставить ru_RU.KOI-8 на самую первую позицию (перед cp1251) и menu-updates -n вернёт всё в кои .. Правда определения пунктов меню для cp1251 сгенерируются так же в нём , но это уж ничего не поделаешь , пока пакет полностью не починят -- я вот так выкручиваюсь ... Других побочных явлений не замечал , правда это далеко не значит что их нет .. :)
