Это гадит rfkill. Точнее, он не отрабатывает, как должен.
Сначала я посоветовал бы Вам поиграться с утилитой rfkill из пакета
rfkill. Вдруг, заработает?
Совсем на низком уровне можно заставить работать так (приблизительно):
1. выключаем радио аппаратно
2. выгружаем модуль rfkill, предварительно опустив Wifi, BT и выгрузив
все модули, которые пользуются модулем rfkill.
3. включить радио кнопкой
4. Загрузить всё назад.
5*. С одного раза может не получиться :(
В общем, это как перезагрузка, только частичная.
По-нормальному проблема фиксится в соотв. модуле, который реализует
rfkill для данной аппаратной платформы (hp-wmi ?). Соответсвенно, если
будете гуглить проблему, ищите по этому названию.
