С некоторых пор udev перестал обрабатывать в /etc/udev/devices

причина в отсутствии в /etc/rc.d/init.d/udevd след. строк

create_static_inodes()
{
-	[ -d /etc/udev/devices -a -n "`ls -A /etc/udev/devices`" ] && \
-	    cp -a /etc/udev/devices/* "$udev_root/"

Это так и должно быть? Тогда какой механизм автоматизации создания своих 
устройств,  pipe в /dev/ до запуска сервисов

да

udevd при старте копирует все из /lib/udev/devices в /dev
