Достаточно в любой момент зайти на p.a.o и пролистать список пакетов. В
данный момент, например, наблюдаю там, для примера:

Описание этих пакетов на "стартовой" странице, где публикуются все
только что собранные пакеты -- на русском. Да и в разделе "информация"
тоже. Спек на сайте -- ни единой русской буквы.
Поля Summary/Description с русской версией в спеке -- вообще
чрезвычайная редкость. Несколько десятков пакетов из только что
просмотренных через сайт -- не встречено ни разу. Поэтому могу навскидку
дать ссылку только на свои пакеты, например
https://packages.altlinux.org/ru/sisyphus/srpms/btop/
в спеке все есть, и по крайней мере в разделе "информация" есть русский.
https://packages.altlinux.org/ru/sisyphus/srpms/xfishtank/
в спеке все есть, но русского в "информации" нет.
Вот нашел пакет с ru_RU.UTF8
https://packages.altlinux.org/ru/sisyphus/srpms/phpldapadmin/
В спеке есть русский, на сайте нету.
Пакетов без русского и в спеке и на сайте -- чуть менее чем любой.
