А configure нормально запустился без правки??? Странно...

А какже вы забыли про модуль ptserial??? Его нужно обязательно грузить после
pctel.

$ ls -l /dev/modem
lrwxrwxrwx 1 root root 11 25 19:36 /dev/modem ->
/dev/ttyS15
Так ли это у вас?? Если нет, то должно быть именно так. Поидее после
make install должно само так сделаться... и pctel & ptserial сами
копируются в /lib/modules/kernel_version/misc
После чего их можно записать в /etc/modules (не modules.conf), и все!
