Насколько я знаю, во первых программы для дефрагментации есть (правда читал
об этом - достаточно давно, из чего следует вывод, что они для ext2/3, и не
знаю, есть-ли для других).
Во вторых - там-же человек рассказывал о своем опыте: выполнил дефрагментацию
на винте, который достаточно долго работал, и при этом повышение
производительности - было очень незначительным, то есть это - действительно
не сильно нужно.
Если не ошибаюсь - читал это на opennet. Кстати-же деление на разделы, и
отделение системы от файлопомойки/tmp - в этом отношении полезно.
