Ну, я думаю, в любом дистрибутиве linux есть программа iptables (в
древних дистрибутивах звалась ipchains). Это - программа для управления
потоком пакетов. То есть, и файрвол, и Ваша ccproxy, и много чего ещё -
в одном флаконе. :-)

А вот каким _графическим_ инструментом настраивать - это зависит от
конкретного дистрибутива (я лично предпочитаю вообще делать ручками).
