Я боюсь трогать каталоги вместо системы. У нас очень бажные скрипты [1].
Кроме того, если монтировать /run вне системы, то будут игнорироваться
$runfs_options [2] определённые в конфиге udev.
Монтировать /usr из initramfs можно и сейчас.
