Файл сохранён не в UTF-8. Новый AkelPad, как бы это сказать, слабое подобие старого AkelPad (не годится ни для чего)...
Найдите старый (версии 2.2) и сохраните с помощью меню «Кодировки -> Сохранить в Unicode -> UTF-8».

PoEdit, OmegaT или Virtaal. Сравнение можно найти тут (мне не хочется ставить русскую локаль, поэтому хотелось бы, чтобы снимки окон были сделаны кем-то другим с соответствующей предназначению страницы локализацией):
