Коротко:
$ po2xml some.eng.docbook some.po > index.docbook
Выложить файл в каталог с русской документацией.
$KDEDIR/share/doc/HTML/ru (опять по памяти :)
Он сразу становится доступен в центре помощи.
А вообще об этом я поподробнее напишу.
