Установить (под root, с установленным пакетом gettext):
msgfmt kmail.po -o /usr/share/locale/ru/LC_MESSAGES/kmail.mo

А csv в какой кодировке? А локаль какая? Посмотреть:
locale
Вообще, для списка используются шрифты из Центра управления-Внешний вид и
темы-Шрифты (Обычный текст). Рекомендую использовать юникодные TTF от
Windows. С ними нет проблем с кодировкой.
