Хочется hostapd, без смены ядра и дистрибутива.

Ага, Ralink, причём rt61 (или rt61pci из rt2x00).

Без смены ядра можно собрать разве что драйвер rt61, выложенный
производителем под GPL (впрочем, я не уверен, осталась ли там поддержка
ядер 2.4.x.). Но этот драйвер не поддерживает режим AP (и вообще
настройка там странная - WPA настраивается через iwpriv вместо
стандартного wpa_supplicant, поскольку этот драйвер содержит внутри
собственную реализацию WPA).
В rt2x00 в последнее время появилась какая-то поддержка работы с hostapd,
но для использования этого драйвера необходимо свежее ядро (вроде бы как
минимум 2.6.17 или даже 2.6.18) и, вероятно, такой же свежий hostapd.
