а что за модель? на что похож?
какая ос внутри (версия)?

смущает error, у меня вот что:
usb 1-2: new full speed USB device using uhci_hcd and address 4
usb 1-2: configuration #1 chosen from 1 choice
ipaq 1-2:1.0: PocketPC PDA converter detected
usb 1-2: PocketPC PDA converter now attached to ttyUSB0
PPP BSD Compression module registered
PPP Deflate Compression module registered
и собственно стартует ppp0 интерфейс

не помню как в м2.4, но по моему там еще опирался на список
ProdID/VendID в hotplug'е, сейчас udev грузит ipaq (чего в вашем случае
похоже не происходит) и выполняет:
cat 60-ipaq.rules
# udev rule file for ipaq
KERNEL=="ttyUSB*", DRIVERS=="ipaq", RUN+="/usr/lib/udev/ipaq_serial"
