Сейчас попробуйю пояснить, может вам поможет поймать проблему.
В во время populating /dev происходит в том числе загрузка модулей, от
всех имеющихся устройств. При этом загрузка модулей происходит в
случайной последовательности(ну разве что модули для шин например USB
грузятся раньше устройств). Видимо у вас есть модуль, который при
определённой последовательности загрузке повисает. Хотелось бы найти
этот модуль.
Вопервых стоит обновить ядро из бранча, там было исправлено множество
ошибок.
Во вторых в /etc/udev/udev.conf можно увеличить количество отладочных
сообщений, и есть вероятность, что когда оно вдруг повиснет вы увидите
какой именно модуль оно пытается загрузить.
А вообще такая проблема бывает, но её очень сложно ловить не имея железа
под рукой.
