Попробуйте поэкспериментировать ACPI или APM daemons.
Остановить/запустить, сменить acpi на apm или наоборот. Попробуйте
различные комбинации модулей ядра, относящихся к acpi/apm.
Приблизительно год назад встречал в инете информацию об подобном
высокочастотном свисте на DELL - ноутбуках, и свист этот то-ли при
использовании ACPI, то-ли APM - исчезал.
