Кажется, Celeron-M толком не умели регулировать частоту
(да тут и не шибко куда есть её опускать).
А p4-clockmod и впрямь совершенно бесполезен, он использует
возможности процессора (начиная с Pentium), предназначенные
для thermal throttling, т.е. ограничения _потолка_ потребления
и никак не "пола".
