В таблице PCI ID в модуле hw_random перечислены идентификаторы тех
чипсетов, которые _теоретически_ (по документации Intel) могут иметь
аппаратный генератор случайных чисел. Однако на самом деле версии
чипсетов, имеющие такой генератор, встречаются крайне редко (мне не
попадались ни разу). Заранее по PCI ID наличие или отсутствие этого
генератора не определяется, поэтому попытка загрузки модуля hw_random
делается всегда при обнаружении чипсета Intel.
Можно занести hw_random в /etc/hotplug/blacklist, чтобы hotplug не пытался
грузить этот модуль (в настоящее время этот метод работает даже в случае,
когда модули на самом деле загружаются при запуске udevd, поскольку
текущие правила для udev не используют MODALIAS, а до сих пор вызывают
старые скрипты hotplug).
