Ну, 404 можно прочитать и на китайском ;) Эта ссылка устарела.
Впрочем, к данному случаю она всё равно отношения не имеет - похоже,
USB-интерфейс модели HX-550C сделан не на PL2303.

Посмотрите, что нового появляется в выводе команды dmesg после
подключения телефона, а также содержимое файла /proc/bus/usb/devices;
если непонятно - пришлите сюда (из /proc/bus/usb/devices можно
вырезать только запись, соответствующую телефону; записи начинаются со
строки "T: ..."). Можно предположить, что этот телефон подключается
как /dev/input/ttyACM0 (не совсем понятно, почему файлы устройств
ttyACM* лежат в каталоге input, но сейчас в пакете dev это именно так;
при использовании ядра 2.6.x и пакета udev файл устройства может
находиться в другом месте). Если же там используется какой-то
преобразователь USB-COM (PL2303 или другой), к нему нужно обращаться
через /dev/ttyUSB0 (или другой аналогичный файл, если подключено более
одного подобного устройства).
