Значит, отключается не полностью - PCI-устройство остаётся.

В 2.6 есть драйвер IDE для этого контроллера Serial ATA; в 2.4 его
нет, есть только модуль sata_via.
Можно использовать параметр ide=reverse для изменения порядка
IDE-контроллеров.
