Если вы выполняли date, а потом hwclock --systohc, и после этого
всё равно часы идут неправильно, то вариантов только 2.
1. У меня однажды такое было. В один прекрасный момент часы сошли
с ума и шли настолько быстро, что ntpd не успевал их подводить.
С обновлением ядра всё пришло в норму.
2. Проблемы с часами на материнской плате.
