Да, или убрать весь раздел.
Что касается changelog - у нас есть давние планы автоматически вычислять
ментейнеров пакетов по вносимым им изменениями, и NMU в changelog
поможет выполнить эту работу - когда кто-то не хочет что бы его имя
светилось в ментейнерах пакета на packages.altlinux.org, то
использования NMU поможет отфильтровать это изменение.
