Лицензии ничего не говорят о назначении кода.
Если изменённый бинарник нельзя использовать для создания юридически
признаваемой электронной подписи в России - это не значит, что это
каким-либо образом нарушена лицензия.
Вот если я завтра скажу, что мне можно присылать письма, подписанные
только конкретным бинарником <ссылка>, собранным из сорцов <ссылка>, а
те, кто возьмут и пересоберут из сорцов свой бинарник, те лохи и лузеры
- это никак не повлияет на выполнение лицензии.
